Yes, there are a series of (let's call them) portals all over. Basically what happens each time you ask for a website is you send out a few packets of information probing for the quickest route to the data you want. Each time you do this, you can go through different portals, so each time your path to your data will be different. Especially if you're requesting the data from different originating systems. So whereas you may not be able to reach the server because your portals haven't updated yet, someone else on a different path may have no problem at all.
